Mikhail Parnev, Director General of the State Transport Leasing Company (GTLK), will join the Organising Committee of NEVA 2027.
GTLK plays a key role in providing accessible financing instruments for fleet construction and modernisation. Since 2023, the company has acted as operator of Russia’s preferential vessel leasing programme, which is funded in part through the National Wealth Fund and is scheduled to run until 2029.
Between 2023 and 2025, GTLK delivered 42 water transport assets to lessees. More than 200 vessels are planned for delivery under the programme overall.
GTLK is currently the largest customer for civilian vessels at Russian shipyards. In November 2026, the company will mark its 25th anniversary.
Why it matters for international participants: NEVA 2027 will provide an opportunity to follow fleet-financing and leasing models, vessel modernisation programmes and shipbuilding demand in Russia.
